SafeLink Wireless provides a free cell phone and monthly minutes to low-income households that qualify, including those on food stamps, Medicaid and living in Section 8 housing.
SafeLink is offered by TracFone Wireless, a prepaid cell phone company, as part of the government program Lifeline.
"This is one of the times that free does mean free," said Jose Fuentes, director of government relations for Tracfone.
Lifeline was started in 1984 by the Federal Communications Commission as a way to ensure low-income families had a landline phone in their homes.
The program is funded by fees collected from phone companies and their customers.
According to a press release from TracFone, in 2006, phone carriers paid more than $469 million to the Lifeline fund.
Tracfone worked with the FCC to get cell phones added to the Lifeline program. So far, SafeLink is available in 17 states and Florida joined the list last September, Mr. Fuentes said.
"We are doing exactly what Lifelife was intended to do," he said. "Twenty years ago, cell phones were considered a luxury. But as technology has evolved, it is now a necessity. Everyone should have one."
While Mr. Fuentes could not provide any official numbers on how many people have signed up in Florida, he said it has been "a very successful program."

Ormond Beach FL May Real Estate Market Report
Statewide, number of resales increased and median prices decreased during the month of May, compared to May, 2008.
The Florida Assn. of Realtors reported that in the Daytona Beach metropolitan area, existing home sales totaled 653 last month, a 7.6 percent jump from May 2008’s 607. The median home price fell nearly 22 percent, from $174,100 in May 2008 to $136,100 in May 2009.
Condo resales in the Daytona Beach MSA were up 67 percent, from 83 in May 2008 to 139 last month. However, the median home price fell to $191,300, a nearly 21 percent drop from the $241,700 reported in May 2008.
Florida’s existing home sales rose in May for the ninth month in a row, the association reported.
Existing home sales in the Sunshine State rose 15.6 percent last month, from 12,044 homes sold in May 2008 to 13,921 closings last month. The statewide median price for existing homes last month was $144,400, 29 percent down from May 2008’s $203,800. But the statewide median home price in May was higher than each of the previous four months.
In Florida’s year-to-year comparison for condo resales, 4,839 units sold last month, a 21 percent jump from the 3,998 units sold in May 2008. The existing condo median price was down 37.6 percent in May, from $181,700 last year to $113,400 this year.

Tomoka State Park, Ormond Beach FL
Tomoka is a bird-watcher's paradise, with over 160 species sighted, especially during the spring and fall migrations. Visitors can stroll a one-half mile nature trail through a hardwood hammock that was once an indigo field for an 18th century British landowner. A boat ramp gives boaters and canoeists access to the river. The Park Store offers snacks, camping supplies, and canoe rentals.
There is a burn ban currently in effect until further notice in Volusia County. The only outdoor fires allowed in the park will be charcoal or gas grill.
For overnight stays, the park has full-facility campsites and youth camping. Located three miles north of Ormond Beach on North Beach Street. Admission Fees are $4 per vehicle for up to 8 passengers, $1 for pedestrians, bicyclists, extra passengers and permit holders. Camping fee is $20.
